Killings, torture and other physical abuse carried out by Bulgarian police

Since 2002 the European Court of Human Rights has issued over 30 judgments finding abuse carried out by Bulgarian state officials - or a failure to investigate allegations of such abuse. The majority of the cases concern deaths, torture and other ill-treatment,  excessive use of force and lack of medical assistance during arrest and in custody, as well as  inadequate investigations.

EIN Activities

EIN member the Bulgarian Helsinki Committee is monitoring the reforms that concern this issue. The BHC submitted a Rule 9 report to the Council of Europe in August 2019, identifying ongoing impunity for the perpetrators of ill-treatment and recommending necessary reforms. BHC has benefitted from EIN training and the EIN Secretariat ensures that the organisation is fully informed about devlopments in the monitoring process for this case and others.
