Summary

EIN is launching a series of six country reports on the state of implementation of judgments of the European Court of Human Rights. The first report looks at the troubling record of the Russian Federation.

While some efforts have been made for the implementation of individual measures in certain cases, there is an absence of concerted reforms to address underlying human rights issues.

Russia has 223 leading judgments pending implementation. This is the highest number of pending leading judgments of all Council of Europe member states. These leading judgments have been pending for an average of almost eight years.

Of the leading judgments from the last ten years, over 90% are pending implementation.

This failure to implement judgments that reflect systemic human rights problems allows for human rights violations to re-occur.
