THE CASE OF ILGAR MAMMADOV
Azerbaijani politician and activist Ilgar Mammadov was imprisoned for his political activities in 2013. He won a case at the European Court of Human Rights, which held that his prosecution had been politically motivated.
Mr Mammadov was eventually released from jail. However, he has not yet been acquitted of his politically motivated convictions. Without an acquittal he is barred from standing in parliamentary or presidential elections.
After winning a third judgment from the European Court of Human Rights, Mr Mammadov calls on the Council of Europe to ensure full implementation of the Courts’ rulings through his full acquittal.
On November 21st, 2025, EIN held its latest civil society briefing for Permanent Representations of the Council of Europe, ahead of the 1545th Committee of Ministers Human Rights Meeting which will be held from 2nd to 4th December 2025.
From the 15th to the 17th of September 2025, the Committee of Ministers is meeting for their quarterly Human Rights Meeting. During the meeting, the Committee of Ministers will examine 59 leading judgments of the European Court of Human Rights that are pending implementation.
EIN members and partners, other civil society actors, lawyers and applicants have made 3 Rule 9 submissions in 25 leading cases under consideration. The list below sets out an overview of these submissions related to cases on the current agenda.
On September 5th, 2025, EIN held its latest civil society briefing for Permanent Representations of the Council of Europe, ahead of the 1537th Committee of Ministers Human Rights Meeting which will be held from 15th to 17th September 2025.
On May 27th, 2025, EIN held its latest civil society briefing for Permanent Representations of the Council of Europe, ahead of the 1531st Committee of Ministers Human Rights Meeting which will be held from 10th to 12th June 2025.

From the 2nd to the 4th of December 2025, the Committee of Ministers is meeting for their last quarterly Human Rights Meeting of 2025. During the meeting, the Committee of Ministers will examine 58 leading judgments of the European Court of Human Rights that are pending implementation.
